There are a lot of reasons why Tamaki shouldn't be friends with Shark, some of which he is even aware of! But Shark is easy to talk to now that Tamaki has gotten used to him, and every now and then he can even forget that everything is sad always. THAT LAST THING ALONE IS A WINNING TRAIT, REALLY.
Maybe doesn't approve of the way Shark does things, but also he doesn't approve of anything just about anyone does in Deco, and who is he to judge anyway? And while he's certainly not PLEASED about the mess with Kaoru, on some level he understands it, and understanding people is a superpower with its own built-in weakness.
Actually, in a weird sort of way the whole thing actually helped cement his friendship with Shark, because that was the point where either they were friends or they weren't, as an active choice to be made. And he will justify himself to Shell, all alliances or strategy or whatever, and it's true that he has many sincere thoughts on the subject, but really he just wants to keep his friends, even the ones who do really stupid gross things, so there!!
Anyway, I'd say the main categories of Tamaki's feelings toward Shark break down into the categories of pity, curiosity, desire to correct bad behavior as a sort of pet project, and genuinely enjoying his company.
