Partly because he's so angry and partly because he can't even stand the thought of dying again. He would much rather be guilty than have to go through that for a sixth time. :') Bonus points if it's taking out someone he hates.
What is Tamaki's ideal vision for Shell?

Maybe doesn't approve of the way Shark does things, but also he doesn't approve of anything just about anyone does in Deco, and who is he to judge anyway? And while he's certainly not PLEASED about the mess with Kaoru, on some level he understands it, and understanding people is a superpower with its own built-in weakness.
Actually, in a weird sort of way the whole thing actually helped cement his friendship with Shark, because that was the point where either they were friends or they weren't, as an active choice to be made. And he will justify himself to Shell, all alliances or strategy or whatever, and it's true that he has many sincere thoughts on the subject, but really he just wants to keep his friends, even the ones who do really stupid gross things, so there!!
Anyway, I'd say the main categories of Tamaki's feelings toward Shark break down into the categories of pity, curiosity, desire to correct bad behavior as a sort of pet project, and genuinely enjoying his company.

SO. FOR A WHILE MARCH BROKE HIS DENIAL BASICALLY and he kept having shit going wrong SHOVED IN HIS FACE and he basically desperately needed a life-line and SHELL GAVE SYMPATHY WHEN SHARK NEEDED IT and so tamaki entered the category of PEOPLE SHARK ACTUALLY GIVES A FUCK ABOUT. Like enough that he would PREFER not to bus them if given a choice and he's better about reigning his temper in and if they hit a sore-spot he is less likely to flip out than at anyone else.

Before Waver got in Lady and I were talking about maybe... is there a verb for this? Making Tamaki Rider's master. I am conceptualizing this a team all fulla loudness but completely bereft of common sense, so probably also one of the Ace Attorney characters. Probably Maya because she is the wackiest. But anyway, Tamaki still admires and respects Cleo a lot. Like, in more than the dumb sexist way he admires and respects all girls by default. He thinks she's really brave and strong. And he feels bad about not keeping up with sword practice, even though now it seems like kind of a silly idea in the first place.
But also he thinks she is not even remotely the right person to be starting a revolution. Like he went to talk to her because he was feeling awful and hoping she'd ignite some new spark of hope within him, but then when he actually did it was like, "Oh, even I can tell that this is a terrible idea. :|a"
He does want to help her. Also why he was trying to send Setsuna her way. YOU TWO BE IDEALISTIC TOGETHER MY IDEALISM IS SLIGHTLY BROKEN THESE DAYS

Cleo still thinks Tamaki is a good person who needs to stay removed from danger. But the honesty and willing to help is actually making her review that opinion (the 'stay removed from danger' part, not the 'good person' part). She really has no room to talk about making stupid choices anymore, and if he wants to help, she's starting to think he should however he feels he should.
She agrees that she is not the right person to start the revolution, but it doesn't look like anyone else is, so she's going to do it because it needs to be done, she thinks. She's also convinced she should be able to. (Problems that occur when you're raised by Superman: having trouble with the concept of limits being a thing.) But oddly, talking to Tamaki about that made her feel better, because he was trying to help, and if they can build a force, it will go better. She was sort of resigned to do it alone, but Tamaki being willing to help gave her hope that maybe people can unite against the portraits and
just murder the fuck out of them allsave people from trauma games.How are Tamaki's portrait feelings? Does he have a big shit list for them?
